You are probably using Wayland. NVIDIA settings application doesn’t show anything when using Wayland. You either logout and use X11 or if Fedora uses GNOME 46 you can enable an experimental flag to show VRR options in GNOME Settings.

gsettings set org.gnome.mutter experimental-features “[‘variable-refresh-rate’]”

Also, the issue might be fixed tomorrow with something called “explicit sync” when NVIDIA releases new drivers, Beta 555. Set to release May 15.
